  2. Interesting... I am reading now more carefully that International Strategy for Finland's Water Sector. After having those interviews in the ministries and getting their comments, and comparing those with our initial actions and tasks, and then finally comparing all that with the strategy... As we had thought the actions, they are quite similar with the strategy. However, the interviews seem quite vague to me parallel with these actions listed. Take a look, what I picked up from the strategy:
    ACTIONS (ISFWS, 2009, p. 8-13):
Promoting water security through water diplomacy.
Understanding the political connections and power relations in water use.
Solving conflicts arising from water related issues and transboundary water disputes.
Utilize internationally accepted laws and regulations in conflict solving situations.
Achieving Millennium Development Goals related to water.
Education and research, both educating Finnish water sector and the locals in transboundary water areas to understand water issues more completely.
Increasing Finnish water sector’s influence in international water field.
Create networks between different water sector actors in Finland: public, private, NGOs, universities etc.
    Create networks internationally.
Focusing on Finnish expertise in water sector and benefit from Finland’s small but focused know-how.
